The president, facing a falling approval rating, aims to show he is in touch with the middle-class voters he courted during the campaign. "In general, the Midwest is very soft for him," said Neil Newhouse, a pollster who worked for Republic can Mark Neumann's congressional campaign. Clinton is trying to shake a "Hollywood" image fed by his association with celebrities and a report that he tied up a runway at Los Angeles International Airport to get a $200 haircut.

MARESH-MEREDITH FUNERAL HOME 803 Main Street 634-7888 Landlords, Hmong get together to stop housing discrimination approval in the U.S. House last week and faces a tough fight in the Senate. The president was to arrive late in the morning at Mitchell International Airport, accompanied by Donna Shalala, the former University of Wisconsin chancellor and current health and human services The first stop on his schedule was the Milwaukee Exposition and Convention Center, where he planned an economic address. f) The Metropolitan Milwaukee Association of Commerce and the Public Policy Forum were the hosts of the address.

Sen. Herbert H. Kohl, Rep. Thomas M. Barrett, and Milwaukee Mayor John Norquist were scheduled to appear on stage with Clinton.

Then he was to head to the city's working-class South Side for a tour of Jack Langer Pharmacy. Scheduled to join him were Norquist, Rep Gerald D. Kleczka, and stale Assembly Speaker Walter J. Humcki. Clinton was' to head back to Washington in the late afternoon.

attended two meetings so far. The meetings are educating landlords about fair housing laws and teaching Hmong tenants how to better care for rental properties, said Bee Mpua of the Eau Claire Area Hmong Mutual Assistance Association. Dealing with callers who speak broken English makes landlords uncomfortable and unsure how the potential tenants would communicate with the owner about problems at a Moua said. Hmong renters with limited English should ask more fluent speakers to deal with landlords, he said. Moua also placed some of the burden for storming unfair treatment of Hmong renters on himself.

"For people like me, I should be as professional as I can to show Americans that we are very nice people, and maybe then landlords would stop discriminating," Moua said. The recent appointment of Charles Vue to the Housing Authority Commission also will help ensure that Hmong concerns are addressed, said Tim McEachem, executive -director of the Eau Claire Housing Authority. i He said he was optimistic that bringing landlords and Hmong residents together would lead to improvement. "For the first time there's a dialogue between the Hmong community and area landlords about access to housing. I think the fact that they're meeting at all is significant," McEacbem said.

EAU CLAIRE AP) Landlords and Hmong leaders ers rseeting here to stop housing discrimination and tackle cultural differences that sometimes make questions typically asked of renters seem offensive. The goal is help Hmong tenants ask appropriate questions and make them aware of information they are expected to provide to landlords, said Linda Farmer -Helgesen of Farmer Management Development Co. in Eau Claire. "Even if the landlords don't always see the problem, the Hmong community does, so we have a responsibility to do something about it," she said. "We want to create a positive relationship "between the Hmong and the landlords." For example, landlords usually ask callers bow many people will live in an apartment, but Hmong leaders have indicated that question strikes many Hmong renters as offensive or accusatory, Helgesen said.

Participants suggested that the problem could be avoided if landlords simply told callers the number of people allowed in a rental unit according to fair bousing laws. Landlords also will be made aware of restrictions banned by bousing laws, Helgesen said. The group plans to compile in two languages a list of questions that prospective tenants and landlords commonly ask each other. The questions also could be referred to by number, she said. Three Hmong leaders and representatives of the city Housing Authority and five property management companies have.
